About the laboratory

The high voltage electrical testing centre of YONGGU Group — a CNAS-accredited laboratory in Yueqing, Zhejiang, in the middle of China's low- and medium-voltage electrical manufacturing cluster.

Profile

Built inside a manufacturer, run to a laboratory standard

YONGGU Group has made transmission and distribution materials and equipment — power cables and wires, power fittings, cable accessories, insulators, copper and aluminium products, and HV/LV electrical products such as pole-mounted vacuum circuit breakers, disconnectors, fuses, surge arresters and pole-mounted substation assemblies — since 1985. The testing centre began as the group's own incoming-material and routine-test facility, and was accredited by CNAS in 2015.

That origin explains both the strengths and the limits of the laboratory. The strengths are physical: the test benches are the ones used on real production, the metallurgy and failure analysis are in house, and the engineers have seen these products fail in the field rather than only on a test bench.

The limit is equally real: this is not an independent third-party body, and it does not present itself as one. What it offers is accredited testing to ISO/IEC 17025:2017 under certificate CNAS L7721, valid to 26 May 2030, with results that are recognised under the ILAC mutual recognition arrangement.

How the laboratory got here

1985

YONGGU Group founded

Production of power fittings and transmission hardware begins in Yueqing, Zhejiang.

2015

First CNAS accreditation

The power fittings laboratory is accredited to ISO/IEC 17025, initially covering the mechanical and material tests used on line hardware.

2024

Certificate re-issued as CNAS L7721

Accreditation renewed with an expanded scope — around 200 test items across roughly 80 national standards — effective 27 May 2024.

2030

Current certificate runs to 26 May 2030

Between now and then the laboratory is re-assessed by CNAS on the fixed cycle, and the scope is extended as new capability is qualified.

Group backing

The laboratory sits inside the group's technology centre. The figures below describe the group, not the laboratory, and are given because they explain where the test capability came from.

A manufacturer that has to defend its own products against these standards has a reason to keep the test benches honest — and a reason to keep them busy.

Organisation

How the laboratory is organised

Six test laboratories and four support functions, under a single quality system. The functions that can affect a result are separated from the function that sells the test.

Management

Laboratory director, technical director and quality manager, with defined responsibility for the technical validity of reports.

Technical review

Reviews every report before release against the raw data, and handles complaints and appeals.

Six test laboratories

Electrical, mechanical, chemical, optical and metallographic, non-destructive testing, and cable accessories and arresters.

Sample management

Reception, identification, routing, conditioning, storage and disposal after the retention period.

Instrument traceability

Calibration status, maintenance and record keeping for every instrument used in a report.

Internal audits, management review, participation in inter-laboratory comparisons and staff authorisation.

What we commit to, in writing

Results as measured

A result is recorded as measured, with the instrument and the calibration status noted at the time. No result is changed, withheld or re-issued to a different value for commercial reasons, by any function in the group.

Confidentiality

Sample details, drawings, results and even the fact that a test is being carried out are confidential. Nothing is disclosed to a third party without written authorisation from the applicant of record.

Competence

Test engineers are trained and authorised per method. Authorisation can be withdrawn where an internal audit or an inter-laboratory comparison shows the result is no longer reliable.

Scope honesty

Every test plan states whether each item is inside the accredited scope. Tests outside it are marked in the report and must not be presented as accredited results.

Traceability

Raw data, instrument records and the report are archived together, so a result can be reconstructed years later. Reports are retained for ten years.

Impartiality, stated honestly

This laboratory is part of the manufacturer's group and is not an independent third-party body. It does not claim to be. Where a project requires a third-party report, we will say so. See the accreditation page.

Complaints & appeals

If you disagree with a result

A dispute about a test result is a technical matter, and it is handled technically. The process below is the same for a customer and for a group company.

Put it in writing

Email the report number, the specific finding you dispute and any supporting data. Complaints are acknowledged within two working days.

Technical review

The technical review function retrieves the raw data, the instrument records and the sample, and re-examines the finding independently of the engineer who issued it.

Answer and corrective action

You receive a written answer stating whether the report stands, is corrected by amendment, or is withdrawn. Where the laboratory is at fault, the corrective action is described.

Escalation

If you are not satisfied with the answer, the appeal goes to the laboratory director. Matters concerning accreditation may also be raised directly with CNAS.

Complaints contact

Report number, the disputed finding and any supporting data make a complaint considerably faster to resolve.
